Signs that include 触らないで(さわらないで) are common, but this one’s actually inviting passersby to touch it so they can appreciate the texture as it’s thread art, as noted.  This portrait of Audrey Hepburn was part of an exhibition at a small gallery on Kyoto’s Teramachi Street recently.
